Daniel Hall serves as Central Region Director, Electricity and Transmission Policy. In this role, he is responsible for leading AWEA’s efforts in MISO and SPP to develop and implement policy to expand transmission, promote transmission alternatives and enhance market design to enable growth in wind energy. Duties also include leading and managing relevant AWEA committees and task forces; and representing the wind industry before federal and state regulators, at conferences, in the media and through the RTO stakeholder process. Prior to this position, from 2013 to 2019, Hall served as a Commissioner on the Missouri Public Service Commission, and as Chairman from 2015 to 2018. His policy focus included: agency reorganizations; financial and regulatory assistance for small water and sewer companies; progressive rate design mechanisms; distribution infrastructure efficiency incentives; revision of the Commission’s ex parte/extra record rule; replacement of customer owned lead service lines; increased penetration of renewables and distributed energy resources; and sharing of rate case expense. While on the Commission, Hall served in a variety of leadership positions including: President, Executive Committee Member and Board Member of the Organization of MISO States; Member of the MISO Advisory Committee and Planning Advisory Committee; Member of the NARUC Board of Directors. Prior to his appointment, Hall served as Legislative Director to Governor Jay Nixon, Senior Counsel to Missouri Attorney General Nixon, Senior Policy Adviser to Governor Bob Holden, and Chief of Staff to Missouri House Speaker Steve Gaw. Hall was awarded a Juris Doctorate from the University of Missouri School of Law in 1993, and Bachelor of Arts degree with a major in history from Carleton College in 1988. Hall makes his home in Columbia, Missouri, with his wife, Cindy, and their three children, Elly, Kate and Keaton.
