Understanding the Bulk Power System Executive Order: DOE Request for Information

On May 1, 2020, the White House issued the Executive Order on Securing the United States Bulk Power System (BPS). This executive order declares “a national emergency with respect to the threat to the United States bulk-power system,” citing the intent of foreign adversaries to create and exploit vulnerabilities in BPS electric equipment to adversely affect U.S. national security, foreign policy, and economic activity.
Pursuant to the Executive Order, the U.S. Department of Energy (DOE) issued a request for information (RFI) on the bulk power system on July 8, 2020. The RFI states that DOE is interested in improving utility owner/energy asset/operations risk assessment by incorporating the identification of enterprise risk associated with supply chain vendor/services into the acquisition systems process, and poses a set of open-ended questions to industry stakeholders. The deadline to submit responses to DOE is August 7, 2020.
